In the second half of 2005 and the first quarter of 2006, BDT began its first national outreach program in partnership with NCOA and Kaiser Permanente. Using a combination of direct mail and transfers from Kaiser Permanente Call centers, BDT was able to enroll more than 11,400 Kaiser Permanente members in LIS.
